I am writing in support of the United States National Health Insurance Act HR676 (USNHI) Expanded & Improved
“Medicare-For-All” which has been introduced into the legislature by John
Conyers. This bill would create a
publicly financed, privately delivered health care program that uses the
already existing Medicare program by expanding and improving it to all U.S.
residents. With 45 million uninsured
and another 40 million under-insured it is time to change our inefficient and
costly, fragmented health care system.
In a year this single-payer
system would save over $150 billion on paperwork and $200 billion by
eliminating overhead and profits and $100 billion by using bulk purchasing of
medications. These saving are enough to
cover all the uninsured and improved coverage for everyone else. This program
would cover all medically necessary services including primary care, in/out
patient care, emergency care, prescription drugs, durable medical equipment,
long term care, mental health services, dentistry, eye care, chiropractic and
substance abuse treatment. Patients have
their choice of physicians, providers, hospitals, clinics, and practices.
Employers who currently provide
coverage for their employees pay an average of 8.5% of payroll toward health
coverage. Under this Act, all employers
will pay 3.3% payroll tax per employee while eliminating payments towards
private health plans. The average cost
to an employer for an employee earning $35,000 per year will be $1,155 less
than $100 per month, 95% of families will pay less for health care under a
national health insurance plan than they do today. Every person in the U.S.
would receive a US National Health Insurance Card and ID number when they
enroll and there are no co-pays or deductibles.
This will be funded and
administered through an annual entitlement established by the US Congress and
will operate under the auspices of the Dept. of Health and Human Services and
administered in the former Medicare offices. All public health expenditures such
as S-CHIP, Medicaid, and Medicare will be placed into the USNHI program. A National USNHI Advisory board will be
established comprised of primarily health care professionals and
representatives of health advocacy groups.
It is time to take action on this
issue NOW. Too many people suffer every day from lack of adequate health
care. We need your support to move this
legislation forward and to educate the public that a United States National
Health Insurance is not only possible now but will save Americans billions of dollars.
